We know the target first appeared as a suspect in the murder of a monarchy about 15 years ago. He disappeared for a while, only to resurface a few years later in the Whales and Belgium land scandal. "Those were all the files that the Bureau had on him, A few rumors of some undercover work with a small group of Bards in Tamriel, but that was never confirmed."
"Do we have any idea what our Target looks like, or is he merely a phantom?"
"The few reports we have on him are scarce and far from reliable. One witness reports seeing a man riding a Harley wielding two sawed off shotguns. Another watched him desecrate an entire legion of insurgents with a double bladed axe twice his size. Some reports are far more outlandish, describing a half wild man fueled by revenge, another report says He once killed a man using only his trusty spatula. Quite a few witnesses have described a man with dark eyes and a thick stache sporting a fanciful but well-worn black, leather jacket. "
